Eggs are a protein, not dairy. Dairy products contain lactose/casein/whey, which is what many people with dairy allergies or a lactose intolerance can’t eat or digest. If this recipe was claiming to be vegan, then the mayo would be an issue (however there are egg free mayos available in most major grocery chains).

Just FYI: Eggs are not dairy. Lactose is in milk and milk products.

Just a kindly FYI: A lot of people do not consider eggs to be dairy. The restaurant world often think of dairy as only any products made with milk product. My daughter is severely allergic to dairy (milk product), but can eat eggs.
So in many eyes, this is dairy free. Maybe search for dairy free and egg free recipes.
