Whip heavy whipping cream until stiff peaks form.
In a separate bowl, blend condensed milk and sugar until combined. Slowly pour the condensed milk mixture into the whipped cream, stirring constantly.
Add the red food coloring and mix again, then pour the mixture into a loaf pan.
Scoop out 4 scoops of blue frosting and use a knife to swirl the frosting into the ice cream mixture.
Add 3 more scoops to the top of the ice cream mixture and spread it out to create a swirl effect on top.
Freeze for at least six hours, then enjoy!
