Spread frosting over each cookie. Coat with shredded coconut. Place a white Necco wafer on the top center. Dab a tiny bit of frosting on the bottom of the Reese's cup and place on the Necco wafer. Place the candy eyes on above the nose. Use the mini marshmallows for each ear.
