For a small space: the ghost cloche
The Hyde and EEK! light-up ghost cloche is listed at $5 and stands roughly five inches tall. A transparent dome contains the ghost and dark decorative accents above a black base. It is a complete little scene rather than a piece you need to build a whole arrangement around.
Target specifies indoor use and three AAA batteries, which are not included. Put it on a clear section of a bookshelf or beside a small stack of books. Keeping nearby objects lower than the dome lets the ghost stay visible.
This is the restrained option for a room that still needs to function as a desk, kitchen or living room. You can make one corner seasonal without clearing every surface.
For a bigger joke: a poseable skeleton
The 60-inch Multi Pose-N-Stay skeleton is listed at $25. Target describes an adjustable-joint polypropylene prop for indoor or outdoor use, with no lighting and no battery requirement.
The listed size is 60 by 16 by 6½ inches. Think about the final pose before choosing its home: seated in a chair, leaning near an entry or arranged on a porch. Leave people room to walk past it and keep doors clear.

For Haunted Mansion fans: tabletop or tall clock?
Disney’s small Doom Buggy figure puts three Hitchhiking Ghosts in the ride vehicle, with an internal light and a switch underneath. At about 7 inches high, 6¾ inches wide and 5¾ inches deep, it needs more shelf depth than its height might suggest. It is recommended for indoor use and includes three AAA batteries.
The Haunted Mansion clock is about 13½ inches high and 4 inches wide. Its hands move, its pendulum swings, and its face and eyes glow in the dark. One AA battery is included.

Pick a focal point before adding extras. For cute Halloween, a small ghost and a clear shelf may be enough. For a character display, give one detailed piece room to stand out. For a porch, start with the available space and how visitors will move through it.
